NYC CIC- Financial Services Examiner Trainee

(Position may be filled at the Trainee level)

 

Location:                    Various Bureaus Statewide (Albany, Buffalo, New York City)                                   

                                                                 

Negotiating Unit:    Professional, Scientific and Technical (PS&T) 

 

Salary:                        $54,494 - $70,566       (Grade 18 level)                   

                                    $49,727 - $63,293      (Trainee 2 level)

                                    $44,564 - $56,888      (Trainee 1 level)

 

Positions located within the New York City metropolitan area, as well as Suffolk, Nassau, Rockland, and Westchester Counties, are also eligible to receive an additional $3,026 annual downstate adjustment.

Background:

 

New York is the financial capital of the world and New York’s financial services industries are critical to New York’s economy and success.  Following the 2008 financial crisis, Governor Cuomo and the Legislature created the Department of Financial Services (DFS) by merging the former New York Banking and Insurance Departments in 2011, and subsequently enacting a new Financial Services Law.  DFS’s mission is to reform the regulation of the financial services industries, including insurance and banking, to keep pace with the rapid and dynamic evolution of these industries, guard against financial crises, and protect consumers and markets from fraud. 

 

Financial services is fast paced and ever evolving, and demands bold regulatory leadership to meet the challenges of money laundering, terrorist financing, cyber security, affordable health care, mortgage and insurance fraud, and consumer protection, among others.

 

Duties:

 

Financial Services Examiners conduct in-depth examinations and audits of the various financial institutions and other businesses regulated by Department of Financial Services (DFS) consistent with the State’s Laws, Rules and Regulations. 

 

Functions include, but are not limited to:

 

•      Conducting on-site field and in-house examinations (e.g., of an institution's financial condition, operating procedures, management controls, information technology, etc.);

•      Reviewing and analyzing of periodic market conduct and financial reports submitted by various types of institutions;

•      Investigating complaints from policyholders, consumers, licensed entities, other government jurisdictions, etc.;

•      Providing customer outreach and education via the agency’s Mobile Command Center (MCC); and

•      Performing other regulatory duties/responsibilities consistent with the agency’s mission/vision, including licensure, enforcement, cyber-security, anti-money laundering, product review, tracking/monitoring/taking appropriate action on abandoned "zombie" properties, insurance reforms, etc.

 

Opportunities exist for Field and Office assignments.

Minimum Qualifications:

 

Financial Services Examiner 1, G-18:

 

A bachelor’s degree in accounting, auditing, economics, econometrics, business economics, finance, financial administration, mathematics, applied mathematics, mathematical sciences, statistics, actuarial science, or taxation; OR

 

a bachelor’s degree including or supplemented by 24 credit hours in accounting, auditing, economics, finance, mathematics, statistics, or taxation.

 

AND

 

Two years of post-degree experience conducting in-depth examinations and audits of various financial institutions and other businesses.

 

 

Financial Services Examiner Trainee 2, NS:

 

A bachelor’s degree in accounting, auditing, economics, econometrics, business economics, finance, financial administration, mathematics, applied mathematics, mathematical sciences, statistics, actuarial science, or taxation; OR

 

a bachelor’s degree including or supplemented by 24 credit hours in accounting, auditing, economics, finance, mathematics, statistics, or taxation.

 

AND

 

One year of post-degree experience conducting in-depth examinations and audits of various financial institutions and other businesses.

 

Financial Services Examiner Trainee 1, NS:

 

A bachelor’s degree in accounting, auditing, economics, econometrics, business economics, finance, financial administration, mathematics, applied mathematics, mathematical sciences, statistics, actuarial science, or taxation; OR

 

a bachelor’s degree including or supplemented by 24 credit hours in accounting, auditing, economics, finance, mathematics, statistics, or taxation.

 

 

Ideal candidates will possess:

 


  • Knowledge of Generally Accepted Accounting Principles (GAAP) and Statements of Statutory Accounting Principles (SSAP).

  • Ability to research and consistently apply state laws, department regulations, National Association of Insurance Commissioners (NAIC) statutory accounting practices, and Federal Deposit Insurance Corporation (FDIC) regulations and practices. 

  • Knowledge of exam planning procedures, internal controls, sampling techniques, testing procedures, work paper preparation/documentation, review procedures and report writing.

  • Knowledge of financial analysis techniques and ratios.

  • Ability to understand and evaluate the enterprise risk management functions of insurers.

  • Ability to think critically and make decisions based on reasonable and timely analysis.

  • Ability to understand and evaluate risks, as well as risk mitigation strategies and controls.

  • Ability to see the big picture of the organization.

  • Ability to multi-task and manage time effectively.

  • Ability to work in and contribute to a team environment.

  • Strong communication skills (both written and verbal).

  • Ability to participate in presentations discussing examination findings.

  • Ability to adapt to complex and rapidly changing expectations and environments.

  • Proficiency in MS Excel, Word and Outlook.

  • Outstanding analytical and research abilities.

  • Ability to work with a variety of customers in the Financial Services sector.

     

     

    Travel Requirements:

     

    These positions require substantial travel. Candidates must possess a valid license to operate a motor vehicle in New York State or otherwise demonstrate their ability to meet the transportation needs of the job in carrying out their responsibilities in any location to which travel is required, including locations not accessible by public transportation.

     

     

    Training and Development:

     

    DFS offers a variety of training and development programs designed to enhance the on-the-job skills and competence of its Financial Services Examiners, including the ability to earn a professional certification/designation from leading Financial Services entities. 

     

     

Examination Information:

 

There will be no written test. Your education and experience will be evaluated against the general background/critical activities of the position. No written test or test date is involved. If you meet the "Minimum Qualifications," you will be required to complete an education and experience questionnaire. Your answers to the questionnaire will be the only basis for evaluating your education and experience.

 

The evaluation will be based on the following areas of your education and experience:

 

  • Overall grade point average of undergraduate coursework and graduate coursework, if applicable

  • Grade point average in major field of study

  • Other relevant coursework

  • Internships or work experience in financial services field

  • Community/campus/professional activities

  • Other relevant work experience

    Your final score must be 70 or higher in order to pass. Rank on the eligible list will be determined after adding any wartime veterans' and Civil Service Law Section 85-a credits to your final passing score.
