Environmental Analyst III WERO-Emergency Response - (1800077E)

The Department of Environmental Protection - MassDEP - is the state agency responsible for ensuring clean air and water, the safe management of toxics and hazards, the recycling of solid and hazardous wastes, the timely cleanup of hazardous waste sites and spills, and the preservation of wetlands and coastal resources.
 
Under the direct supervision of the Bureau of Waste Site Cleanup Emergency Response Section Chief, the Environmental Analyst III (EA III) will respond to reported releases of oil and/or hazardous materials, including asbestos.  The EAIII will be involved in implementation of the Department’s regulations regarding the management an disposal of asbestos as stipulated in 310 CMR 7.00, 7.15, and 310 CMR 19.061.  The EAIII will also respond to releases of oil and hazardous materials and oversee cleanup actions as stipulated in the Massachusetts Contingency Plan as stipulated in 310 CMR 40.0000.

Primary duties for this position include, but are not limited to:

  • Respond to oil and hazardous material releases and cases of asbestos mismanagement;
  • Conduct site inspections, investigations and sampling activities at disposal sites and sites where asbestos is being managed;
  • Provide oversight of cleanup activities;
  • Review and evaluate technical reports for compliance with M.G.L. c.21E, the Massachusetts Contingency Plan, (MCP), and other applicable state or federal laws, regulations, guidance, or policies;
  • Respond to complaints, perform routine inspections, conduct onsite monitoring, review work plans and draft permits;
  • Document Site conditions by taking samples, photographs, and collecting evidence;
  • Perform required enforcement follow-up actions for violations found;
  • Periodically perform emergency response standby duties for after hours/weekend/holiday releases;
  • Oversee work of state contractors on publicly funded activities;
  • Ability to pass required physicals and obtain approval to wear applicable PPE;
  • Ability to pass and become certified in requisite hazardous waste management training and asbestos disciplines.
Preferred Qualifications:   

  • Excellent oral and written communication skills;
  • Knowledge of DEP’s regulations, with knowledge of the air quality asbestos regulations and Massachusetts Contingency Plan preferred;
  • Experience in environmental science as it relates to assessment and remediation at waste disposal sites or emergency releases of oil/hazardous materials;
  • Experience with sampling, analysis, and field screening techniques;
  • Ability to assimilate technical information on a variety of environmental and human health issues;
  • Ability to interact effectively with the public, Department staff, other agencies, consultants and the regulated community and make decisions in emergency and/or high stress situations
  • Ability to work and perform responsibly and effectively both independently and in a team setting;
  • Knowledge and experience in oversight of contactors/consultants performing environmental assessment/remediation work and/or asbestos abatement work.
  • Demonstrated computer experience;
  • Proficiency in Spanish/bilingual is preferred;
  • A valid Massachusetts or equivalent driver’s license required.

MINIMUM ENTRANCE REQUIREMENTS: Applicants must have at least (A) four years of full-time, or equivalent part-time, technical or professional experience in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health, of which (B) at least two years must have been in a professional capacity, or (C) any equivalent combination of the required experience and the substitutions below. 

 
Substitutions: 

I. An Associate's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology,. natural science, toxicology or public health may be substituted for a maximum of one year of the required (A) experience.* 

II. A Bachelor's degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of two years of the required (A) experience.*

III. A Graduate degree with a major in the field of environmental science, biology, chemistry, earth science, environmental health, meteorology, natural science, toxicology or public health may be substituted for a maximum of three years of the required (A) experience and one year of the required (B) experience.* 

 
*Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.

 
NOTE: Educational substitutions will only be permitted for a maximum of one year of the required (B) experience.
